In a Japan where morality laws have scrubbed the nation of all things risqué, the government has implemented an Orwellian system to monitor citizens' thoughts and actions. The result is a society that's as pure as driven snow, but also stiflingly bland. Enter Tanukichi Okuma, a high school student with a rebellious streak and a crush on his childhood friend Anna Nishikinomiya, the student council president.

Tanukichi joins the council, hoping to get closer to Anna, but he soon finds himself entangled with the enigmatic Ayame Kajou, vice president and secret agent Blue Snow. As a member of SOX, a group dedicated to spreading lewd material and challenging the government's suffocating grip, Tanukichi is forced to confront his own moral boundaries. With his father's infamy as a terrorist against the chastity laws, Tanukichi has become a target for Blue Snow's attention.

As SOX launches a campaign to shake off the shackles of government control, Tanukichi finds himself at the forefront of the battle. But as the stakes rise, he's faced with the ultimate conundrum: his primary target is none other than Anna, the girl he admires most.
